Non Stage-3 compliant aircraft are not allowed to fly into the EU on a regular basis, although they are allowed to do one-off charters or substitutions. Some examples of affected planes include non-hushkitted 737-200s, 727s and DC-9s plus many Soviet types such as TU-134, TU-154 models except the compliant M variant, IL62 and IL86. The list of banned airlines certainly gets more attention though.

IL-86 as a work horse of Russian charters nevertheless still flies to EU and some other countries (Turkey, Egypt) where it should be banned because of noise restrictions.
Every year it is a matter of negotiations.
As to Europe IL-86 will be flying this summer season to the Adriatic region (Pula, Tivat).
But charter companies are changing the fleet as fast as they can.
So it may be the last summer season.
And right. TU-154M meets all requirements. It flies to Madrid and Oslo and a dozen of other places in EU.

In the US, there used to be a list of foreign airports that the US government believed had innadequate security. The list was publically posted in US airports - I believe Athens was on there for a long time. I don't know if such a list still exists - it would be most ironic if it did.

I know that TU-154s flew into Germany on a (quasi-)regular basis at least until recently. I used to see TU-154s at STR and SXF, in particular in the summer months. I cannot tell whether that is still the case, but I see no reason why that should have changed.
On a side note, STR also has a TU-154 as an emergency trainer, and the plane can be rented for parties (several rows of seats have been removed to form a "dance floor"):

I forgot about Athens. Now that I think about it, are there any US commercial airlines flying into there? I never gave it too much thought. I'm not sure how it is now, but when my wife was stationed in Iraklion she either flew MAC or SAC 135 tanker or Olympic in and out of Greece.

IL86 my be flying to some places in Eastern Europe and former Yugoslavia - but not to EU destinations. IL96 does but it is compliant, same for Tu-154M and Tu-204.
BTW, AFAIK any aircraft is technically _banned_ from flying to EU because of noise. It is just fees and fines are set so high that they will rule out any commercial operation.
I think there is a photo of (Polish?) government-owned Tu-154B in EU airport in the DB. So one-time flights do happen.

Maybe the Athens security watch had more to do with its role in '80s airliner bombings and hijackings and possibly sketchier security at the old Hellinikon airport. I don't think security at the brand-new Eleftherios Venizelos is an issue at all.
And yes, Delta, US Airways (seasonal), and Continental all fly to ATH today.
